Here are the rules that apply for housing applicants and tenants throughout the queue time and occupation time. For ease, we have developed a commentary on our housing list and rental conditions. The comment is an explanatory text that follows each regulatory text.

CHAPTER 1 - HOUSING LIST AND RENTAL CONDITIONS
Study and Membership Requirements
1.1 A housing applicant or tenant of AF Bostäder must be an active university or college student in Lund municipality (study requirement) and member of the Academic Society (Akademiska Föreningen (membership requirement).
Comment: A fundamental condition for the right to hold a place on the housing list or be a tenant with AF Bostäder is that requirements regarding studies and membership be fulfilled. These requirements shall also apply during ongoing tenancy. Studies shall be persued in Lund.
1.2 The study requirement is fulfilled when a housing applicant or tenant has been admitted to and pursues studies amounting to at least 15 study points per semester in Lund. Doctoral students must be able to prove, in an analogous manner, an activity level of at least 50 percent per semester.
The study requirement is also fulfilled when the person holds a temporary and at least half-time remunerated commission of trust within Studentlund.
The study requirement is fulfilled when a housing applicant or tenant can show a letter of acceptance and continuously achieves a study result of at least 15 credits per semester at the University of Lund. The study merits shall be documented in transcripts from LADOK. Lund University also embraces courses at Campus Helsingborg, the Lund University School of Aviation, and the Music, Art and Theatre Academies in Malmö. For doctoral students, the study-points requirement in the first paragraph is replaced by an activity level of at least 50 percent per semester confirmed by a transcript of studies from LADOK.
The holding of a commission of trust within Studentlund or other student organization on at least a half-time remunerated shall be considered as equivalent to active studies. The services concerned shall be established by the Academic Society. Current information is available from AF Bostäder's student representative (bostadsombudsmannen.)
1.3 The membership requirement is fulfilled through being a member of Studentlund.
Comment: Membership in Studentlund can be subscribed all hours via Studentlund's website. It also requires an active choice of the nation within Studentlund to connect to the Academic Society. The Student Nation membership is certified by the nation card. Other documents or membership certificate will not be accepted.
1.4 If the study and membership requirements are not fulfilled, which AF Bostäder verifies on an ongoing basis, a housing applicant will subsequently forfeit their list-date, and the tenant will receive notice of termination of their accommodation.
Comment: AF Bostäder verifies the study and membership requirements on several occasions each year, such as upon a housing application, renewal of a housing application, signing of a tenancy agreement, ongoing study controls, exemption application, and sub-letting application. If the study and membership requirements are not fulfilled, housing applicants will forfeit their place on the list, and tenants risk receiving notice of termination of their tenancy agreement.
Exemption from the Study and Membership Requirements
1.5 General exemption from the study and membership requirements may be granted for whole semesters, provided the applicant both before and after the exemption period fulfils or intends to fulfil the study and membership requirements.
A general exemption may be granted for a maximum of:
• two (2) semesters per child for parental leave, and
• two (2) semesters for studies at another university or college and
• one (1) semester on other grounds.
Comment: General information regarding exemptions. Within the framework of the maximum housing period (six years), AF Bostäder offers housing applicants and tenants the possibility to obtain an exemption, during a limited number of semesters, from the study and membership requirements without risking losing their place on the housing list or tenancy.
All bases of exemption may be combined and succeed each other. It is also possible to apply for a new exemption during an ongoing exemption semester.
Applications for exemption may only be made for whole semesters, which run from 1 September to 31 January (autumn semester) and 1 February to 31 August (spring semester). This semester definition is general and shall apply to all exemption applications, as well as to all other forms of semester computations within the framework of AF Bostäder's tenancy agreements and Housing List and Rental Conditions.
Upon general exemption, the applicant shall certify that the study and membership requirements have been fulfilled before and will be fulfilled after the exemption period applied for. Even if several exemptions are granted one after the other, they must each be preceded by and followed by studies that fulfil the study and membership requirements. This implies that it is not normally possible to start or finish a housing-list period or a tenancy period with an exemption. Further information about applying for exemption is set forth in section 1.8 below.
There are several grounds for exemption, which may be combined.
p1 – Parental leave
Upon exemption for parental leave, the person who has or is expecting a child may be granted exemption for up to two semesters per child. The right to exemption must be supported by a civic registration certificate from the Swedish Tax Agency (Skatteverket) for the parent and the child, or a maternity certificate upon pregnancy.
p2 – Other university or college or work experience
Upon application for exemption for studies at another university or college, the fundamental requirement is that the studies have sufficient scope and volume so that they correspond to the requirement of 15 study points. This must be authenticated at the time of application by means of an enrolment confirmation that specifies the location and scope of the studies, as well as the number of study points per semester. For studies outside the EU, the applicant must show that the studies are sufficiently extensive to be considered equivalent to 15 study points.
Edvard wishes to read a special course in Spain for one semester. In view of that he has planned to return to Lund for a final academic year, he wishes to retain his apartment with AF Bostäder and sub-let it to another person. He submits an application to AF Bostäder together with his enrolment confirmation that specifies the scope and volume of the course.
p3 – Other grounds
"Other grounds" may be invoked by an applicant when the study and membership requirements are not fulfilled and other motives for exemption are not applicable. An application must be made via AF Bostäder's website, and in reality can be compared with a notification. The most common reasons given when utilising "Other grounds" include interruption of studies, a missed examination (for whatever reason), travel, work experience and employment.
About work placement in particular. The general exemption for studies at another university or college can, in the following cases, be applicable to a work placement: A work placement somewhere other than Lund that is worth LADOK points for the equivalent of at least half-time studies at Lund University. This work placement must be supported by a proof of admission and a certificate from Lund University showing that the work placement is an obligatory part of studies at Lund. Work placements that take place outside of commuting distance give those participating in them the right to sublet their dwellings. A work placement in Lund that is a part of a course of studies there and is worth LADOK points for the equivalent of half-time studies at Lund University is considered equivalent to studies. For work placements that do not meet the above-mentioned requirements, application for exemption can be made on other grounds.
1.6 Medical exemption may be granted, on submission of an application, to an individual applicant for a maximum of four (4) semesters in the case of documented long-term illness. Each application for medical exemption must be supported by a doctor’s certificate that states the degree of loss of studying ability and a prediction for a return to active studies.
Comment: Grounds invoked in an application for medical exemption must always be supported either by a doctor's certificate upon physical or mental illness or by a certificate provided by a registered psychologist or doctor upon mental illness.
The certificate attached to the application must clearly state the degree of loss of studying ability, as well as a prediction for a return to active studies. Such application must be made with a special form which is available after login on AF Bostäder's website. Further information about applying for exemption is set forth in section 1.8 below.
E.g. Fanny has been ill for some time, and no longer believes that the study requirement for the current semester can be met. She therefore applies for medical exemption. In the enclosed doctor's certificate, Fanny's doctor states that she currently fully lacks the ability to pursue her studies, but that is probable that she will be able to resume them by the beginning of the next semester.
1.7 During the period of time for which an exemption has been granted, a new tenancy agreement may be entered into at the earliest two months prior to the end of such period of exemption.
Comment: George who is a housing applicant with AF Bostäder, has exemption during the spring semester. Summer is approaching and it is time to prepare for the autumn and to start looking for housing. George can on the website view and book on vacant housing with a move-in date 1 July or later.
1.8 Applications for exemption are to be made via the website afbostader.se, and must always contain information about the whole semester(s) for which an exemption is sought and the grounds invoked, as well as documentation supporting such grounds.
Comment: Applications for exemption are to be made via AF Bostäder's website and must always contain the following information, irrespective of type of exemption and related grounds:
- Personal details (including personal ID number, e-mail address and telephone number)
- The invoked grounds for exemption
- The reasons invoked for the exemption
- Documentation that supports the invoked reasons (see sections 1.5-1.6 above)
- For which whole semesters the exemption is desired.
Applications for general exemption are to be made with the form available on the website. For special exemptions, a separate application form is to be used, which is also available on the website. Applications for both general and special exemption must be accompanied by the requested certificates. Incomplete applications will be rejected. New and complete applications must instead be submitted.
Decision of application is notified by e-mail. Documentation submitted will not be returned, but will be destroyed after each decision.
1.9 In addition to the study and membership requirements, the duration of the period of residence is affected by the "residence limit" of the tenancy agreement. The residence limit is individual and comes into effect after a total of six (6) years of residence.
When the residence limit comes into effect, the tenant must vacate the premises.
The period during which an exemption from the study and membership requirements has been exercised shall be included in the period of residence.
In addition to the study and membership requirements, the duration of the period of residence is affected by the "residence limit". This limit comes into effect after a combined total of six (6) years of residence, which implies that all residence periods with AF Bostäder are included, even if they were not consecutive.
The residence limit is definite and implies that the tenancy shall come to an end. Extensions are not granted. Notice of termination will be submitted by AF Bostäder no later than three (3) months before the residence limit comes into effect.
Periods of granted exemptions, approved sub-lettings, previous tenancies with AF Bostäder, etc, will be included in the maximum residence period, which may never be longer than six (6) years.
E.g. Hanna has had her own tenancy agreement at various addresses with AF Bostäder for nearly six years. She has exercised a number of exemptions, and also sub-let her accommodation during her year as Erasmus student. She has now received notice of termination from AF Bostäder, which means that she must move. In view of that she will have a remaining half-year of studies in Lund, she is considering using her housing-list place with the municipal housing company LKF, which she foresightedly obtained already at the start of her studies.
1.10 Six (6) months before activation of the residence limit, any remaining list-date will cease to be valid. A new list-date cannot be obtained.
Comment: When six months remain until the activation of the residence limit, the tenant will automatically forfeit any list-place they may have held.
1.11 When signing a tenancy agreement for corridor accommodation, the housing applicant must not be older than 35 years.
Comment: Further to requests made by tenants, AF Bostäder has introduced an age limit for corridor accommodation. However, tenants who reach the age of 35 years during their tenancy are not affected.
E.g. Ivan has studied for many years, and is now in Lund where he intends to complete his college career as a doctoral student. He moved into his corridor accommodation as a 34-year-old and now has two more years of study. He is considering moving to a new corridor room within AF Bostäder, but which is not possible because he is now 37 years old. He therefore choose to remain in his current accommodation.
CHAPTER 2 - SPECIAL LIST CONDITIONS FOR NEW STUDENTS
2.1 Housing applicants who have been admitted for university or college studies in Lund for the first time are referred to as new students.
Comment: "New students" refers to housing applicants who have been admitted to Lund University for the first time. Housing applicants who have been previously admitted to Lund University but who chose not to start their studies are no longer considered as being new students.
2.2 New students whose residential address, as recorded in the population registry, during a period of at least twelve calendar months immediately preceding the beginning of their studies is located beyond commuting distance, are entitled to apply for "new-student housing" with residence being taken up in conjunction with the start of the semester.
Comment: Prior to the start of a semester, AF Bostäder reserves a large number of accommodations for new students who come from an address beyond commuting distance. Moving into such housing takes mainly place on 1 August and 1 September for the autumn semester, and 1 January and 1 February for the spring semester.
New students queue time is allocated by a lottery. In order to participate in the lottery for new student, the applicant must fulfil the terms for new students (Housing list and rental conditions, Chapter 2) and have received a letter of acceptance stating the study or reserve.
Registration for the lottery is done using the ordinary housing application during the lottery period. This lasts for four to five days from the date when the letter of acceptance are being sent out.
The queue time can be used by new student who have been accepted to Lund University (reserve is not sufficient). Study and membership requirements must be fulfilled which means that the new students must be members of Studentlund.
E.g. Jenna has just been admitted to Lund University for the first time. As soon as housing applications for new students are opened, she enters AF Bostäder's website in order to make an application. Jenny is lucky and gets a room right from the start. When signing the tenancy agreement she sends the enrolment confirmation to AF Bostäder by e-mail.
2.3 Residential localities in the Skåne are considered to be within commuting distance.
Comment: All localities in Skåne municipalities are considered to be within commuting distance.
E.g. When new student Johan, born and raised in Laholm in Halland, submits his housing application she obtains full new-student status and thereby the possibility to book new-student housing with AF Bostäder. His American facebook friend Karen also has the same possibility. However, his friends Lucas from Malmö and Monika from Höganäs do not have the right to book such accommodation.
CHAPTER 3 - SPECIAL RULES FOR RENTAL
3.1 The rental of student housing by AF Bostäder to housing applicants is carried out by way of the website at afbostader.se.
Comment: All rental of accommodation takes place via AF Bostäder's website at afbostader.se, where both housing applications and bookings are made. Tenancy agreements are digital and are signed directly on the website.
3.2 Applications for student housing are to be submitted by the housing applicant via the website afbostader.se. For an application to be valid, the housing applicant must meet the study and membership requirements.
Comment: The study and membership requirements must be fulfilled in order to join AF Bostäder's housing list. AF Bostäder thereby does not apply (as is common in other university/college locations) a certain attained age or other criteria for right to a place on the housing list.
3.3 The date of submitting a valid housing application constitutes the list-date of the housing applicant. A list-date is personal and cannot be transferred to another person.
Comment: A place on the housing list is determined by a list-date, which is always the same as the date of approval of the application. Details of the applicant's list-date are available after logging-in to AF Bostäder's website at afbostader.se.
3.4 Each housing applicant shall ensure that the information contained in their housing application is updated and correct at all times.
The submission of incorrect information that forms the basis on which the housing application is approved will lead to forfeiture of the list-date and loss of the rented accommodation. A forfeited list-date cannot be retrieved. AF Bostäder regularly verifies the information provided.
Each applicant shall personally ensure that updates are made to their housing application and that all information provided in the application is correct.
AF Bostäder regularly verifies fulfilment of the study and membership requirements. It is therefore important that all information in the housing application is correct. If such information is incomplete or a decision is made based on incorrect grounds, the list-place will be forfeited. A forfeited list-place cannot be retrieved. Similarly, a tenancy agreement that is signed based on incomplete or incorrect information provided by the housing applicant will be terminated.
Booking of Housing
3.5 As and when accommodation becomes vacant, such is published on the website and may be booked by each housing applicant during the "booking period".
Comment: All housing that is available for rental is published on AF Bostäder's website at afbostader.se. The housing will be shown in the website during the "booking period", which always expires at 24 hrs. (midnight) on the given date. During the booking period, a booking list is created for each individual accommodation. The booking list consists of housing applicants who wish to rent the accommodation in question, and who have therefore made a booking. At the time of booking, the housing applicant's place in the booking list is indicated. Such place is based on the list-place that the applicant holds. Note that the place in the booking list is subject to change during the booking period when housing applicants with an earlier list-date make a booking for the accommodation in question.
3.6 The number of simultaneously active bookings allowed per housing applicant is limited.
Comment: Each housing applicant may have up to three simultaneous bookings. During the booking period, a booking that has been made may be cancelled by the applicant, thus allowing a further booking to be made. In this way, housing applicants who actively look for accommodation can ensure that they constantly have three simultaneous bookings, with a subsequent good chance of obtaining a tenancy agreement.
3.7 Each booking shall be binding for the housing applicant. If a housing applicant cancels a booking after the expiry of the booking period, they will forfeit their list-date.
Comment: Each booking shall be binding for the housing applicant. Should a housing applicant with the best list-date decline to take the accommodation after official contract proposal, they will forfeit their list-place, at the same time as the turn will go to the person with the next best list-place. Upon late cancellation, the housing will instead be published again on the website, but with a limited booking period. A forfeited list-place cannot be retrieved.
Allocation of Housing
3.8 The allocation of housing is made at the end of the booking period, based on the housing applicant's list-date.
Comment: The person who is at the top of the booking list upon expiry of the booking period will obtain a tenancy agreement for the housing in question. The tenancy agreement is normally available on AF Bostäder's website after 2pm (14.00 hrs.) on the next weekday. New tenants sign the contract electronically. Study and membership requirements are authenticated by the applicant by sending the related documentation via e-mail to AF Bostäder's Service Centre in Sparta. As soon as the contract is signed by the customer and the study and membership requirements are authenticated, the contract will be signed by AF Bostäder.
3.9 The list-date is forfeited in conjunction with the signing of the tenancy agreement.
Comment: The housing applicant will always forfeit their list-place when they sign a tenancy agreement. The housing applicant will also lose their list-place should they change their mind about having made a booking after the booking period has expired.
3.10 Further to submitting a special application, a housing applicant may be granted priority, on one single occasion only, to unspecified housing.
Reasons invoked for priority must be authenticated by certificates that prove the existence of grounds that make priority a necessary prerequisite for the pursuit of active studies at Lund University.
In exceptional cases, a housing applicant may be granted priority in the housing list. In the consideration and examination carried out between the interests of the housing applicant in question and other housing applicants, exeptional reasons are required for the granting of a priority application. Priority applications must be made in writing and submitted to AF Bostäder's Housing Board no later than 14 days before the matter is raised in the Housing Board (address: AF Bostäder, Bostadsnämnden, Box 799, 220 07 Lund). The Housing Board is composed of tenant representatives and AF Bostäder's management and board of directors.
Each reason invoked by the applicant must be stated in the priority application and be authenticated by certificates or other documentation attached to the application. Each certificate must clearly demonstrate that priority to housing with AF Bostäder is necessary in order to be able to pursue active studies. Upon physical illness, the case of illness must always be supported by a doctor's certificate. It is important that such certificate reflects the real and actual needs. Upon mental illness, a certificate from a psychologist or psychiatrist must be attached. Incomplete priority applications will be rejected.
If possible, AF Bostäder will take into account the applicant's desires regarding type and size of housing. Requests regarding a certain residential area or location are not normally taken into account.
Each reason invoked in a priority application must be directly associated with the applicant. Grounds, for example, that are primarily linked to next-of-kin or relations are not taken into account.
CHAPTER 4 - SPECIAL RULES FOR HOUSING
4.1 Housing conditions applicable during the rental period are set forth in the tenancy agreement.
Comment: For the tenant, the conditions of the tenancy agreement shall always primarily apply. Should an item not be covered in the tenancy agreement, the issue in question shall be settled with the help of these Housing List and Rental Conditions.
4.2 An application to AF Bostäder to sub-let to another person with an approved housing application will be granted by AF Bostäder further to the applicant receiving exemption pursuant to Chapter 1 above, and for the period of time that the applicant is domiciled beyond commuting distance.
Comment: Further to submitting a special application, a tenant with AF Bostäder may be granted the possibility to sub-let their housing under the condition that the applicant has previously applied for and obtained exemption from the study and membership requirements, and for the period of time that the applicant is domiciled beyond commuting distance. An example could be studies at another location outside Skåne. Sub-letting, for which the tenant shall be responsible, may only be made to another person with an approved housing application.
Transfer of Tenancy Agreement
4.3 AF Bostäder may, on submission of an application and after customary examination, grant a tenant the right to transfer a tenancy agreement to another person with an approved housing application, and that such person has been recorded in the population registry as resident together with the tenant at the tenancy address for at least 18 months. The new tenant will subsequently forfeit their list-date.
Comment: AF Bostäder will allow a tenant to transfer their tenancy agreement to their husband, wife, friend or partner if that person has cohabited with the tenant and has been recorded in the population registry at the tenancy address for at least 18 months. There are two conditions that must be fulfilled by both the tenant and the person taking over the apartment. Firstly, both must have lived together in the apartment for at least 18 months. If either one of them has lived somewhere else, for example, abroad for study purposes, this time cannot be counted as part of the 18 months. Secondly, a civil registration certificate must always be attached to the application. The certificate must show that both the tenant and the person taking over the apartment have been recorded in the population registry as living in the apartment for at least 18 months. At the time of the transfer, the person taking over the apartment must be a housing applicant and thereby fulfil the study and membership requirements. AF Bostäder will perform a customary credit control of the new tenant, which implies that the new tenant must not have any record of non-payment of debt.
