Housing list and rental conditions


Here are the rules that apply for housing applicants and tenants throughout the queue time and occupation time, the so-called Housing list and rental conditions.

RENTAL 

§ 1 AF Bostäder rents out student housing to housing applicants who have a valid place on the housing list.

§ 2 A valid place on the housing list is held by housing applicants who fulfil the Housing List and Rental Conditions.

§ 3 A place on the housing list is used for a binding booking of vacant accommodation. Housing is offered to the applicant with the best place on the housing list.

§ 4 At the time of signing a tenancy agreement for corridor accommodation, housing applicants must not be older than 35.

§ 5 A place on the housing list is lost
a) when housing is offered
b) in the event of a contravention of the Housing List and Rental Conditions or of the terms of the tenancy agreement
c) following a decision by AF Bostäder’s Housing Board

STUDY AND MEMBERSHIP REQUIREMENTS 

§ 6 A housing applicant or tenant must be an active university or college student in Lund (study requirement) and a member of the Academic Society, Akademiska Föreningen, (membership requirement) in every semester during the entire period on the housing list and the residence period.

§ 7 The study requirement is fulfilled for a specific semester when one of the following conditions is met:
a) A study result of at least 15 credits every semester is achieved and registered in Ladok at Lund University. The date of the registration determines the semester for which the credits are counted.
b) An activity level of at least 50% is achieved by doctoral students at Lund University.
c) A renumerated half-time elected office is held within Studentlund.

§ 8 The membership requirement is fulfilled through being a paid-up member of Studentlund.

§ 9 The autumn semester is taken to be the period 1 September – 31 January and the spring semester 1 February – 31 August.

§10 If the study and membership requirements are not fulfilled and there is no approved exemption, the right to an existing place on the housing list and housing is lost.

EXEMPTION FROM THE STUDY AND MEMBERSHIP REQUIREMENTS 

§ 11 An exemption from the study and membership requirements may be granted for one semester. The requirements are to be fulfilled both before and after the exemption period.

§ 12 Other exemptions from the study and membership requirements are decided by the Housing Board.

RESIDENCE LIMIT 

§ 13 The total period of residence is limited to six years and cannot be extended (residence limit). The period during which an exemption from the study and membership requirements has been exercised or sub-letting has been approved is included in the total period of residence.

§ 14 Any place on the housing list is cancelled when there are six months left of the total period of residence. A new place on the housing list cannot be obtained.

SUB-LETTING 

§ 15 Sub-letting requires the approval of AF Bostäder and can only take place under unchanged rental conditions to someone who fulfils the Housing List and Rental Conditions.

TRANSFER OF TENANCY AGREEMENT 

§ 16 On submission of an application and after customary assessment, AF Bostäder may grant a transfer of a tenancy agreement to another person with an approved housing application who has been recorded in the population registry as resident together with the tenant at the tenancy address continuously for the past 18 months. The new tenant loses their place on the housing list.

PRIORITY ACCESS 

§ 17 In conjunction with the start of the semester, new students who are studying for at least 15 credits at Lund University are granted priority for selected accommodation (new student priority). A new student is considered to be someone who
a) during a period of 12 months immediately preceding the beginning of their studies has been recorded in the population register outside Skåne and
b) has not previously started their first semester at Lund University.

§ 18 Other priority access is decided by the Housing Board.

HOUSING BOARD 

§ 19 AF Bostäder’s Housing Board decides on individual applications for other priority access and exemptions from the Housing List and Rental Conditions. Applications for exemption can be made at the earliest one semester in advance.

§ 20 The Housing Board’s assessment requires that the application is complete and that existing options in accordance with the Housing List and Rental Conditions are lacking or have already been used.

Difficulties in obtaining or retaining accommodation never constitute a sufficient reason for exemption or priority.

TRANSITION RULES 

  1. These rules shall enter into force on 1 February 2021.
  2. These rules, apart from the exception below, shall not have any retroactive effect.
    – Exemptions utilised or granted before 2021 are not considered in the assessment of applications for exemption in accordance with § 10.
